| Triple-play convergence takes off in China |

BEIJING – China’s State Administration of Radio, Film and Television (SARFT) recently announced the launch of triple-play service in China
at last August’s BIRTV2010 Summit. The summit usually provides a platform for the elaboration and unveiling of key policies and development plans for China’s radio, film and TV industry. Kicking off her keynote address themed Building the next generation of TV network, promote triple play, Wang Xiaojie, chief of the Science and Technology Bureau, SARFT (State Administration of Radio, Film and Television), outlined the mission and direction of China’s triple-play development, while proposing specific goals and plans for the development of an NGB (next-generation broadband) network in China. China’s proposed triple-play service is a state-supported combined offer of voice telephony, broadband Internet and TV ser-vices and will, over the next five years, see telecoms and cable operators in China perform trials with the goal of launching full-scale, converged commercial triple-play services in the country. According to Wang, the pilot phase of China’s triple-play ser-vice will commence this year and will run through to 2012, with the government concentrating on promoting the service from 2013-15. In order for China’s triple-play service to come to fruition, six tasks need to be fulfilled, noted Wang. They are: The construction of an integrated IPTV network, as well as a control and monitoring platform for mobile-TV broadcasting; the formation of a single national cable-TV network company with the merger of about 1,000 regional radio and TV networks scheduled for completion at this year’s end; the acceleration of the digitisation of cable-TV networks; the introduction of innovative services and improving operational support capabilities; the rapid development of HDTV and HD VoD; and the creation of an NGB network. Wrapping up her keynote address, Wang expressed SARFT’s desire to work hand-in-hand with both local and international partners to continue to promote technological, institutional and service innovations in China’s broadcast industry.
